hi, redeye-

There doesn't seem to be a way to attach a file in this pop-up box.
So, before I repost my old discussion on "NK government", I
thought I would share some background comments.

1. There is no way that an old-fashioned Constitutional
Convention could be held in Bush's America, or perhaps
any media/spin-doctor infested society. The old-fashioned
convention presumes the parties desire to have honest
discussions and reach genuine agreements. That does
not hold anymore.

2. Besides, cutting over from one system to a new one in
one big jump is guaranteed to produce confusion, pain,
and bad publicity. The cutover needs to be gradual.

3. The points above lead me to the conclusion that the
new system needs to be set up on-line and be running
in parallel, gathering in participants and tuning up the
rules and interfaces as we go. "sweetheart" suggested
beginning it as a place where the various liberal factions
can democratically arrive at a binding platform, thereby
squelching the factionalism of the left.
