Subject: no service from dealership

took my 02 optima to the dealer for repair. they called and told me that timing belt was broke, they charged 528.00. then called back and said they put the belt on but the car won;t run because the valves are damaged from the busted belt.couldn't they have done a compression test before they replaced the belt??? someone help
