If this is an above ground pump and your husband is priming it properly, then I would guess that either the check valve or the intake pipe froze and cracked, not just the pump. I don't live somewhere cold, so this is just a guess.

In the meantime, in addition to the bottled water I'm sure you have purchased for emergencies, ask your friends and neighbors to fill buckets, large bottles and cans to use to flush your toilet. There may also be a pond near there where you can crack the ice to get water or you can fill up the bathtub with snow and let it melt.

Try not to flush it very often, but pouring a bucket of water in the bowl will cause it to flush and you don't need running water.
