It might, but if the lake dries up, your shallow well might also. Water is usually in layers of porous sand. Those layers extend to the lake and even though a lake may be spring fed, it still gets much of it's water from those layers.

You might be able to find a wetter layer by going deeper than the lake's source of water. That's just my guess. You might want some local knowledge on this.
