This was kicked around to death back in the pre-Y2K days.

It really is only a concern if you have an extended outage. By that, I mean several days. If you have an outage, and don't know how long it will be, then the first thing to do is go on water rationing. There are two things that are important: drinking water and toilet flushing water. Clothes washing can wait.

If you have a pool or your neighbor has a pool or there is a nearby body of surface water, that water can be used to flush the toilets. Just pour a bucket of water in the bowl and the toilet will flush. Drinking water will come from the pressure tank and should hold a family of 4 for a day or so.

For more than a day, I know this isn't what you want to hear, but a gas or propane powered generator is the way to go. It really is the best. You don't need to have a super-duper big honking generator, although one that is big enough to run the refrigerator and the pump at the same time would be good. Keeping some frozen 2 liter bottles in the freezer at all times is good insurance. They can keep your cold food cold.
