Water wells are not abadoned without a good reason. This one has an extremely slow recovery rate. If you are determined to develop it, I suggest you pour a gallon of ordinary household bleach in the standing water at the bottom of the well. Have you probed the bottom? You may be able to improve the flow by:

a. removing muck from the bottom
b. drilling small diameter holes through the stone below the standing water level
