Subject: sand caverns

I recently had a well drilled on my property. The first attempt the driller said he ran into a sand cavern and had to abandon that sight. It is 17' to the top of the cavern and 19' to the top of the water. There is 2 1/2' of water. Under that it is just like quick sand. Would this well be any good to use for watering livestock or maybe irrigation. If it is any good for anything how far down does the pipe need to go? I know very little about wells.
