You are correct. The pump should not be running constantly. Why not telephone the company that performed the work and discuss it with them? Are the parts and labor warranted? If they are not specifically warranted in the contract, there still may be an implied warranty (to find out call or write your state's Bureau of Consumer Affairs). Was the work done by a licensed contractor? Licensed contractors are bonded.
