If the neighbor had a well drilled and the driller followed all the rules required--how can the neighbor or driller be held at fault? If you were the new well owner would you feel you had a right to a well on your property or would you think the water down under your feet might belong to the people next to you so you better not bother it. I thnk you will have to go deeper to find your share again.
