You may not need a deep well setup. It depends on the static water level and the drawdown level.

For example, a well is 35 feet deep. The pump is removed and a nut tied to a string is lowered down. Water is discovered at 12 feet -- that's the static (or standing) level.

The pump is put back on the well. When it is turned on and starts pumping, the water level will go down as it runs, but unless it draws the water down to more than 25 feet --the drawdown level-- the shallow well setup will work fine. That's because the pump doesn't pull from the bottom, but from the water level where ever that is.

If the pump is too big, it will draw the water down too low and stop pumping. More than likely, sand and air will start showing up in the water before that happens.

If you ask a knowledgeable neighbor, it is likely that do not have a packer system, but just a shallow well.
