It's a deep well jet pump. The second pipe sends a little water down the well into the jet to fool the pump into thinking it is pulling from less than 26 feet.

I don't like them. Too much goes wrong, like sand gets stuck in the jet and you have to pull the pipe out to clear it.

Check the well depth with a string tied to a nut. If the water depth is more than about 22 feet, you may need some sort of deep well solution. I think submersibles are much better than deep well jet pumps.
