Unless I liked throwing money down a hole, I wouldn't mess with it. So many things wrong with this well that it wouldn't be worthwhile.

A bigger headache is how to abandon it properly. Somehow, you need to fill it up with concrete as per your state's rules and regulations. It is irresponsible to leave an unused well in place and in most states illegal. But that will be a lot of concrete.
