Do you have a pressure tank? Depress the tire valve on the side of the tank with a toothpick. Air is supposed to come out. If water comes out, replace the bladder.

Check the amount of air in the tank with a tire pressure gauge. Add air if needed. Also check the settings on the pump. Is the pressure switch working properly?
