Not enough water.

Bad. You don't want to be in fine sand, you want to be in course sand. Usually that kind of sand is found below the fine beach sand.

What the pros do around here is have a 500 gallon tank and a gasoline powered pump. They use that to jet the pipe down and to surge the well. Since that is impractical for you, you will probably have to surge by hand. Once you are into some decent sand, you could pump some water up, the pour it back down and hopefully that will do come cleaning. The compressor is a good idea, too, but not until you are deeper and in better sand.
