Torque arrestor? Torque arrestors are rubber. Usually positioned just above the pump, but maybe since that is where the metal starts they put another one there, too?

I'm assuming that you want some water if the power is out?

Most people with submersibles are better off just getting a generator and or putting in a larger pressure tank that can store some real water when the power is out. The generator doesn't have to be on very long, just long enough to get the pressure up once it has gone down to 10 or 20 PSI.

Three hurricanes in 6 weeks taught me plenty about water conservation. Most water use in my house is for flushing toilets which can be done with surface water from a pond or lake poured in the bowl until it flushes. Clothes washing can be put off for at least a week or longer since many people have more clothes than they need. Drinking water can be stored.
