My theory? Because Yuffie is still a teenager, or is at least the age of twenty which is only just past adolescence, that she should be partially stupid except during times of crisis where she becomes inexplicably smart.

It is what I like to call the Potter Syndrome, named after Harry Potter who is just like any other teenager until disaster strikes. ^^
