You usually need about 18VDC or more to stick weld. Many off roaders use heavy jumper cables and 2 batteries hooked in series (so you have 24VDC) to make emergency repairs. If you don't have any experience stick welding I doubt that you'll be able to control this well enough to make it work well (you have the full power of the batteries, which drops very fast also). I also doubt that the pencil torch will be able to get that mass of iron hot enough to give a satisfactory braze.
