The first thing you need to do is make sure the children are OK. You can go to court and get an exparte and have them temporarily removed from her care. However, you have to want to take care of them or see them go into foster care. Your sister won't quit until she is sick of her lifestyle. That can takes ten years. I'm more concerned about her children because the damage to them at this age can be emotionally damaging. If your sister has been using for a long time it will be harder to stop. Most likely she can't do it alone. Find out if she's willing to try buprenorphine to help stop. It's not just the heroin that's addicting but the whole lifestyle. It's a rush to look for the next fix and to wheel and deal. There's more going on than just the physical addiction. She may be afraid to go into rehab because she doesn't know what will happen to her children. Are you willing to take them in? There is so much going on with a mother, children and addiction. She will need a lot of support and money to get her into rehab and therapy.
