I looked for Elizabeth Hertzler in Washington State but did not see anyone like that in the 1880 + US Census Records. Of course, she might have been from British Columbia or been living there but born in Washington state. Tribes in Washington State that begin with the letter "P":
She does not appear, I don't think in the Social Security Death Index unelss she died under another name beside Baker. However, she still may have had a Social Security account.
Send proof of her death to SS and ask them to look for an original copy of the application she might have filled out to receive SS benefits. On that application, she would have put down the names of her parents.
The only Hertzlers I found were in Pennsylvania and other eastern U.S. areas.
You can check the 1901 Canadian census, maybe, if you knew exactly where Mr. Baker was at the time. It is not indexed, I don't believe.
