If he was a member of a tribe in Michigan, he would probably have been enrolled and allotted by 1914 or shortly after. However, the Michigan tribal records are all a little different. The books of Raymond C. Lantz may help. POTAWATOMI INDIANS OF MICHIGAN 1843-1904 (Heritage Books). If you know his wife's name....children's names and those kinds of details, you might want to check regular census records as well as whatever is in the BIA censuses at ancestry.com. There are Russells among the Ottawa and Chippewa of Michigan. By 1914, the various tribes of Michigan were somewhat mixed with Chippewa, Ottawa and Pottwatomi living on various reservations.
