paying to use a different Curves

I went out of town this past weekend to vacation at Hilton Head; when I went to the Curves there, the owner wanted $5 a day if you were a visiting member. It was my understanding that you could visit any Curves at any time with your membership for no additional fee. Does anyone know if this was legal? It really made me angry.
