When you joined, you should have been told that you would not have to pay the service fee again, AS LONG AS YOUR MEMBERSHIP WAS CURRENT. Drop out, and you have to pay to re-join. That is the Curves rule. Maybe your owner will let you come back without paying the fee again out of the kindness of her heart.
