You can use what they call perceived exertion- that means when your heart rate is an ineffective measure of exertion. Like if you take blood pressure medication or are a smoker. You can utilize the perceived exertion- you are breathing deeply but are able to maintain a conversation during workout. If you are gasping for air and cannot speak more than a few words than you are working too hard.
