While this exercise will not tighten your excess skin, it will really help build muscle in the area under your belly.

(You will need a partner for this)
Lie flat down on your back on the floor. Have your partner stand at your head area with your head situated between their feet. (They should be facing you.) Reach above your head and grab a hold of their ankles or calves. Starting with your body fully outstretched, bring your legs off the ground keeping them as straight as you can (but don't lock them)and your lower back pressed against the floor. Bring them all the way up making an "L" with your body then slowly lower your legs back down to the ground. Don't let your feet touch the ground and start the process over. Believe me, this will burn!

As you get more advanced, you can have your partner push your legs down while keeping your feet from touching the ground.

You don't actually have to have a partner for this. I learned this exercise while cheering in college and we always had a partner but you can grab on to anything that is bolted down.

If the above exercise is too difficult, you can start by doing a reverse crunch. Lie down on your back like you are about the do a sit-up. Instead of raising your upperbody, bring your legs to your chest. Do these until you can move up to the fully extended version that I mentioned above.
