I'd check the source first. make sure your getting proper fuel volume and pressure to the carb and to the fuel pump. make sure your take ventilation is unobstructed. I had the same problem. ripped and rebuilt my carb three time and swapped the distributor guts twice. after much frustration and hair pulling!!, turned out I had a clogged fuel line of fine sediment that had accumulated at various low points of my fuel line. Thus never showed up on an a glass-site inline filter I installed. I puled the fuel pick-up, checked for leaks, cleaned the filter and then blew the entire fuel line clean. I think I retrieved about couple ounces of rusty mud. I kept loading up fresh gas in the line from one end and blew compressed untill nothing came out. I went through 2 quarts!!! then reversed from the other end .....and so on. when you re-attach your fuel connection, make sure the hoses are tightt!! man what a difference. no choke and a peppy pedal.
