You can get away with a 12" prop ...just! but the optimum diameter is 11" which gives the full clearance

The rule is, 15% of diameter as clearance; this is to reduce or eliminate cavitation which nibbles bits out of the prop tip

with 12+ hp you should be able to use a "square" prop, thats 12X12 but Id go for 12X10 with anything below 15hp

What is more important at these diam/hp ratios is blade area. On Sula with a 2GM13 I used 12X10 3 bladed with no noticable loss of sailing performance.
