Just to add a few more comments to this discussion.

I had to fit a new "P" bracket way back in 1979 when my boat, purchased new from Trapper's, suffered de-zincification of the original bracket whilst still in the warranty period (I've still got it in my garage!).

At that time, it was thought that it was just a sub standard bracket, but it was fixed with s/s bolts, as is the replacement one. This one has never been a problem, but I do have one of the bolts connected by copper wire inside the hull, to a sacrificial anode, which may have given the bracket protection over the years.

The other concern is the underwater stainless steel problem (anaerobic crevice corrosion), so it's important to seal against water ingress.
