Richard,

you probably already know that the chainplates pass straight through the deck and fix to the bulkhead. The plate around it is just for a seal, the sealing compound can become hardened and is stressed by the action of the shrouds tightning and loosening, this can affect the deck and cause it to develop small stress cracks. Providing your chainplates haven't moved it would be ok to clean and seal the area. Is there any delamination? if so a bit of epoxy resin to fill the void will help.

If you're taking the mast down that would be a good time to remove the plates completely and all old sealant and rebed them.
