Ted, you havent given the pitch on your prop so I must assume that you get the 6.5k at max RPM. Using 13Hp to get it says that you are pitched at about 8ins pitch..and thats underpitched!

A 13 hp engine will drive a square (12diam X 12pitch) prop and you should be able to get a little over max hull speed, about 7.25k The optimum is 11X10 on an 8 hp, so add 50% on the horses and you can add 50% on the blades!
12X 10 is about right, I get about 7k max with a 12X9 3 blade

ED < as for making bigger holes in the boat for bigger hoses..........DONT .............you dont need to, if you look at the feed hose to the waterpump on these engines its 15mm , so is the exit hose to the exhaust .. use the same size seacock (usually referred to as 1/2 inch) and save yourself the trouble!
