Nick is of course correct,

I think that on the last of the 28's and the 400, the anchor locker was reduced in size (i.e. the forepeak locker bulkhead moved forward), the main bulkhead moved forward an equal amount and another bulkhead inserted a couple of feet behind it creating a seperate head with a hanging locker opposite. The only problem with that layout was that the mast was no longer supported directly by a bulkhead underneath.

Not sure I'd fancy doing that to my 28 purely because of the mast support concern and the collosal amount of work involved. I'd love to hear from someone who owns one though to see how well it works !
