Common recommendation is to remove as much rust as possible, using wire brush or needle gun. Avoid rotary wire brush on power drill as this tends to peen over the rust. Sand/grit blasting is best.

Then treat with Fertan (available from chandlers and cheaper than most stuff form B&Q, Halfords etc) and finally paint with 6 coats of universal primer like Primacon.

However, with cast iron keel, anything you do has limited effect due to porosity of cast iron.
