We had the same problem on White Horse II, However, there is a cut-out in the forward face of the chain locker (covered by an ally plate) which enabled me to get an arm (needs to be a long one) through far enough to get nuts and washers onto the new bolts which I installed. I glassed in all the existing holes and drilled fresh ones. I bedded the stem head in with a thick layer of silicone when I put it back. It was quite fiddly to do but, with the boat out of the water it wasn't too bad.
