Well, as a DM, and using the previous examples...

Would you have ever assessed an NPC a -1 to attacks because he got smacked upside the head with a mutton joint? I doubt you would have thought of it. That's what these rules allow for. It really has nothing to do with role playing or whether or not the DM is doing his "job". IMHO, it encourages the prior and makes the latter easier for the DM. Plus it makes things more interesting when the players take an active role in creating the adventure.

DND isn't about the DM setting the whole stage, the PCs are actors in the play as well. One side is nothing without the other.
