Subject: Do finesse fighters get screwed?

Do finesse fighters get screwed? Usually they have a high dexterity score and a low strength score. They can use their dexterity to increase their to hit roll. It does not cover damage. Should it? You could create another feat to cover damage, but that puts the swashbuckler type fighters behind 2 feats to progress the same as a strength based fighter.
