At least he's being honest with you. Make sure you tell him how important his honesty is. Let him know that you're concerned, but try not to get TOO mad at him, so that he feels he can still tell you stuff like that, otherwise if he becomes too afraid that you are going to get angry at him, then he will just start lying about it again.
You're right that replacing heroin with another drug or alcohol isn't good either, but this may not be the case, he may just be needing something temporarily to help with the pain of withdrawal. See if he can get something from a doctor that might be better than the alcohol. Is he willing to go to a doctor about this? How is he doing with trying to quit?
Some people may tell you to abandon him or that he will never stay clean, but I don't believe that is neccessarily true. It usually takes people several tries of quitting before they can quit for good. And most people need love & support, if they lose the person they love & everything else in their life they may feel they have no reason to quit anymore. But try not to enable him or act like you think it's totally ok if he uses, or pay for his drugs either.
