I think "making love" in this context doesn't necessary mean having sex. In another book, Maestro by Peter Goldsworthy, the narrator "makes love" for the first time to this girl, but I think it was indicated that he only had sex later on. So, I do think that here, "making love" means just that--making acts of love...
