Child in Time has of course this purely literal meaning of coming in the right time. But apart from that, it has also metaphorical meaning. Try to recall how time changes the father's perception of Kate. After some years he is not even sure how she would look like being older(remember when he seems to see Kate and it turns out that it's not her?)So, in fact it means"child beyond time" as Kate really doesn't belong to this reality anymore, she becomes a part of the characters' memory. I think the title may also refers to Charles and his obsession of getting back to childhood and also this work he works upon, this report.
