i forgot a point. 

one the unique aspects of the oregon social norm that can be leveraged as capital is our collective understanding that: we all want to be here in oregon.

deep down each of us also understands, that we are a small state. we understand this is a small but critical high tech community. we're proud of our community, and we want to stay here. further, there is an oregon spirit, culture of lending a helping hand. this is a collaborative culture and a giving one. combine the reality (it sucks) with the culture (i'm willing to help) with the core desire (i want to stay here), and you have the makings of social capital ready to tap.
