Without having had much to do with it, your examples of leader-to-leader contact illustrate my point well, which is that the JA are keen on others joining them for stuff, but I don't hear of them joining events organised by others. Where others join them, they are very keen to publish the endorsement this brings with it. But what is to be gained for the JA by taking part in anything they don't control?

On an informal level, I doubt if individual members of the JA are encouraged to attend Greenbelt, Spring Harvest, etc ....indeed, I bet that anyone who expresses an intention to do so is actively discouraged from it.
