That sounds like child abuse to me.

My mum was a nurse, we were very poor and had to go to jumble sales for clothes, but my mum would never allow us to have second hand shoes. We had to go to Clarks shoe shop to be measured up properly for our shoes, she said that badly fitting shoes can damage your feet. I have my mum to thank for the fact that I have good feet without bunions ect.

If they are forcing the kids to wear second hand shoes, then they could be causing health problems for those kids in later life, especially the ones with wide feet.
