It is true that many of the teachers descended from Sri Lahiri have made the performance of kechari a definitive prerequisite to receiving higher Kriya. However, the letter I quoted would seem to indicate that, at least in that case, the aspirant had been given the 2nd Kriya technique even though they could not, by their own effort and upon demand, perform kechari mudra. They could not have demonstrated to another that they could perform kechari. As they said, when they "try" to do the mudra, it does not happen. The mudra occurred for them only after performance of a number of 1st Kriya. This also would seem to indicate that successful kechari is the result of prana, and maybe other factors, but definitely not will.
