From an earlier post:
No golf clubs need to be sent to either the USGA or R&A for conformity evaluation as long as they are manufactured within these organization's specifications. In other words, all golf clubs are considered conforming by default unless they incorporate design elements outside of USGA or R&A promulgated specs. The design and manufacture of 1 Iron Golf clubs fall well within these promulgated specifications and are therefore in full conformity. This includes our driver, fairway woods, and irons.

It should also be noted that 1 Irons have been played on the PGA European Tour.
