Chai-Yi is a dangerous place to be at times if you are a foreign teacher. I witnessed a shooting on a Monday morning which I presume was gang related, a neighbours car smashed to pieces with bats by a gang. Similar instances happen all of Taiwan I believe. However be aware of your fellow ex-pats also and other foreign teachers. Myself and my girlfriend worked at a buxiban in Chai-Yi and decided to leave. An American guy there hacked into our e-mails, sent death threats to family and friends and tried to film my girlfriend on our balcony. The guys name is Steve and other female teachers in Chai-Yi have had problems with this sick individual. He left Taiwan in a hurry to go to Korea (no explanation given in 2002) though has retuned to Chai-Yi to work as a teacher. If I was the local police I may consider re-opening the Australian teacher "accident" file.
