The Ministry of Education is no longer involved in the visa application process for foreign teachers. They can not even issue foreign teachers visas to teach in public schools because of their corrupt and racist polices.
The central goverment has turned over all visa apllication responsibilities to the Council of Labor Affairs (CLA).
Usually the CLA will accept any degree that has been acepted by an employer so long as it looks legitimate.
You can use a 2 o 3 year degree in conjunction with a TESOL certificate to obtain a work visa on Taiwan.
