Although there is corruption in Taiwan, the racism actually works in your favour if you are foreign, and more so if you are caucasian. Police officers treat you with more respect (or maybe it's just fear of the language), and those in the department who speak English will usually try to help you. If you only hold prejudice against the police force in Taiwan, but haven't actually gone to them with your evidence, then you have already lost.
I have gotten many things done through official channels (visa extensions, ARC processed, bank accounts set up, etc) all with nothing but a willingness to ask, and so have many of my friends. And, I am a CBC (Canadian Born Chinese), not caucasian, with no Chinese ability to give me a helping hand. One friend (caucasian) even unknowingly overstayed his visa (the school cancelled it without warning) and went to the proper authorities, and they helped him get an extension without any penalty. There are some in the government who are not that helpful, but they are like that to foreigners and to Taiwanese, but more often than not I have found that these workers are helpful to foreigners. Why don't you give them a chance?
I don't know all of what transpired between David, Steve, Mark and Wendy, but from what I hear, David has already gone to the police station to file a case against Mark and Wendy for destruction of property. If Mark and Wendy have any proof of what they say, then they can also do the same to at least get a claim on file so David and Steve's names are on record for having done something questionable. If they are doing "weird" things as Mark and Wendy claim, then someone else would soon file another claim and their history would catch up with them. As far as I can see, only Mark and Wendy have a "history" on file, so not filing a claim is actually to their own detriment.
