I'm not extremely informed about Canadian Health Care, but I thought that it was pretty much the same throughout Canada so it wouldn't matter much what part of canada they were from. As to the social class they came from the people I talked with are mainly lower middle class families. I completely agree with you that there will always need to be government reform.
