Yes it does. Their Nationals is in Palm Springs, California. They do prelims or regionals as they call it in California, Hawaii, Washington, and Oregon that I know of. But there are other people from other states that come to the Nationals. I would strongly advise anyone not to participate in their pageants as we have just returned home from their Nationals and there was a lot of unfair things that happened there. We spent a ton of money to compete, only to find out that this pageant is rigged.

The state level pageant is mostly people new to pageants. Pretty natural. I have not been to the National level but have heard it can be expensive.
