Dropping a high and low score allows up to two tainted scores to be removed from scoring. Even if a TC can rig 2 or 3 ADs on a panel, you know one of those will be dropped. And it prevents one vindictive judge with a vendetta from tanking a dancer. No, it's not a cure all, but it goes a long way towards standardizing results. It means dancers with one rogue 100 in each round will no longer be able to make the podium.
