I presume this is a stationary sander. The 315 code indicates it was made by Ryobi, so a trip to a convenient Borg might have a floor sample to look at. My sander was made by Emerson, and has 2 adjusting bolts on the platen, one each side of the belt. These bolts operate a cam, and also allow you to track the belt. Loosen these to take tension off the belt, then push the end roller in to get enough slack to remove the belt. Maybe Ryobi uses the same design.
