If you find that your router bits are slipping while the machine is running (even after you have tightened the collet), the problem is most likely with your router, not with the bits themselves. I would highly recommend getting a new collet (at the very least.) If your bits are still slipping, I would think seriously about retiring your router. There is a very real chance the bit could come flying out of the router and into, say, the router-operator.

As for buying quality bits, both Rockler and Woodcraft sell their own line of mid-range (both in price and quality) bits. I wouldn't personally recommend investing in high-end bits (such as Freud or CMT), because I see router bits as consumables (such as sandpaper and glue), rather than as actual tools worth investing in. Almost all bits these days are carbide-tipped, and are therefore essentially un-sharpenable (I don't think that last word is an actual word, but you know what I mean.) That being said, I wouldn't buy the bottom-of-the-barrel bits they sell at Home Depot, either.
